ActionScript is the programming language used by Macromedia Flash, and will be one of those languages that never quite lives up to it's potential because the people using it are not programmers.
Most ActionScript that you see will be loosly thrown together by some designer that is disgusted that they have to deal with code, even thought it's just four simple commands of play(), stop(), gotoAndStop(), and gotoAndPlay().
ActionScript has actually evloved quite a bit over the past few years. You can accomplish some great things with ActionScript including Super-Power AJAX style websites because ActionScript supports the XMLHttpRequest object. On top of that ActionScript is built for Flash which is a program not only built for displaying graphics on the web, but is the leader of animated graphics on the web.
I think that any good web design shop will have great animators, but also good ActionScript programmers.
